Attached is a picture of one of the walls I’m working on. Behind that insulation is all concrete foundation wall. I’m planning on a soffit to cover all the pipes and HVAC, but the problem is that the black pipes on the far side of the HVAC are butted right up against the foundation wall, so there is no way to attach the floating wall to the floor joists. My question – can you attach a 2x4 plate directly to the concrete foundation wall right underneath the pipes that the soffit and wall can attach to?

In this picture I had almost the exact same problem. I chose to pay a plumber to move my black pipe up a bit so it would be tucked into the soffit better. See the pictures here: https://www.howtofinishmybasement.com/basement-home-theater-before-and-after-pictures/

But the concept is the same. I had no way to attach this floating wall to the ceiling joists above it, and I also needed a solid anchor to attach the soffit to. The solution (this was inspector-approved) was to anchor a 2X4 plate to the wall. I cut the blanket insulation, glued it and shot it in with my concrete nailer. Then when I built my wall I put a few 2X4's in as blocking between the studs and used this as my mount to the 2X4 plate anchored to the wall.

I simply shot some nails through my blocking into the 2X4 plate. It was as solid as could be, and you can also see in the picture that the soffit ties into the top of the wall as well.
